Eligibility & Income Limits
Public housing is limited to low-income families and individuals. Applicants must also be U.S. citizens or have eligible immigration status and be either 62 years of age or older or permanently disabled.

Application process
Waiting list
Applicants are contacted when a unit matching the correct bedroom size becomes available. Final eligibility is reviewed before move-in.

Wait time depends on when a vacant unit is available.

When an apartment becomes available, the applicant next on the list for the correct bedroom size is contacted. Applicants may refuse one unit offer and move to the end of the waiting list. A second refusal may result in removal from the list.

Applicants who want to rent the unit must submit identifying documentation (birth certificate, social security card and picture ID), income verification, and any additional eligibility documents.

A national background check is completed for all adults in the household before final eligibility is determined.

It is your responsibility to keep waiting list information current at all times. Changes must be provided in writing. Failure to report a new address or other changes may extend your wait time or result in removal from the waiting list.

Middletown Housing Authority is accepting applications for one and two bedroom units located at Alice Tomaso Plaza Apartments. At this time, applications are limited to applicants age 62 or older because the under-62 disabled waiting list is at capacity.
